This year we are all gathered in Ho Chi Minh City to hear and share what is affecting ASEAN in terms of disruptive technologies and innovations. We have lined up several speakers who are experts in their fields to share their insights with us. The world is changing very quickly and we as lawyers, accountants, professionals and business owners need to know how to embrace new technologies and how we need to change with the times.
ASEAN is a hotbed for many of these new hi-tech companies. Many of our young people today are devoting their energies into these new start-ups. Today we see companies like Grab a company that was founded in Malaysia and subsequently moved to Singapore to raise more capital operating in Malaysia, Singapore, Vietnam, Indonesia and their target markets are all in ASEAN. They have bought up Uber in these countries. There will be many more of these companies that will be born and will grow to become ASEAN companies.
I want to thank Indochine Counsel for hosting this year’s legal conference. Their dedication and effort must be recognised and commended. Indochine Counsel is also very involved with investments into Vietnam, being involved in many high profile investment projects. Vietnam is one of ASEAN’s best performing countries and continues to do well. We are constantly looking for opportunities to help our friends and colleagues join in the progress that can be seen daily in this country.
Vietnam is a developing country, quickly becoming on a par with old tigers as a new, freshly raised tiger. Ever since Doi Moi (Renovation Policy) in the late eighties, we have led the region in GDP growth. We have active artistic and engineering societies, and many entrepreneurs who are constantly searching for support.

He has participated in formulating, appraising, managing and coordinating ODA programs in SME development since 2003. He was the Director of Project Management Unit, World Bank - funded Vietnam Inclusive Innovation Project (2014-2017), for science and technology development, research bodies and innovation organizations in 03 selected sectors – agriculture and fishery, traditional hebs and medicine, and IT and for business community to work for the low income community.
He co-chaired the regular meetings of the Partnership Group for SME Promotion and Private Sector Development, an initiative jointly led by the government and donor community for the SME sector in Viet Nam. He also acted as the coordinator for publishing the SME White Papers in Viet Nam.
Cuong acted as the chief coordinator for the APEC SME Ministerial and related meetings in 2006 in Viet Nam and has been the focal point for SME issues in APEC since 2003. He was the Chair of the ASEAN Coordinating Committee on Micro, Small and Medium Enterprises (ACCMSME) in 2016 and has been the Chair of the APEC SME Working Group in 2017 and 2018.
